Green Taxonomy Alignment Report Service is Now Available

The Hong Kong Green Building Council (HKGBC) now offers a “Green Taxonomy Alignment Report Service” to assist stakeholders, such as banks and building owners, in their green finance business by utilising the Hong Kong Taxonomy for Sustainable Finance (Hong Kong Taxonomy). Published by the Hong Kong Monetary Authority (HKMA) in May 2024, the Hong Kong Taxonomy defines green economic activities in a wide range of sectors, including building construction and renovation.
This new service enables concerned personnel to obtain a report on whether a proposed construction or renovation project meets the criteria of the Hong Kong Taxonomy. The service is particularly useful for non-technical personnel in the banking industry. Drawing on its rich breadth of knowledge, the Council will assist to identify key technical data from the green building assessment reports and related database to determine whether the works meet carbon reduction targets. During this process, the Council will require banks to obtain consent from the building owners before the Council can disclose the relevant information.
According to the HKMA’s current requirements, new building projects can demonstrate compliance through either the BEAM Plus or Zero-Carbon-Ready Building Certification (ZCRB) Scheme. The HKGBC can assist project owners in obtaining green finance by using “Provisional” assessment results based on a building’s design prior to the commencement of the actual construction works.
For existing buildings, building owners may pursue a Target Setting Certificate based on an assessment of their current condition and the submission of an action plan that indicates future energy saving measures. This is also one way to demonstrate compliance with the Hong Kong Taxonomy.

Happy New Year! The Hong Kong Green Building Council wishes everyone a vibrant Year of the Snake filled with new aspirations and brilliant accomplishments!
During this festive season, we are delighted to reflect on our journey in promoting green building. As of today, more than 8,700 buildings have been registered for BEAM Plus assessment, covering a total Gross Floor Area exceeding 92 million square metres. The proportion of new building projects receiving Gold or higher ratings has steadily increased from 40% in the early years to 70% now, encompassing both public and private sector projects.
To further expand the application of BEAM Plus, the Council has launched the Global Version of BEAM Plus Existing Buildings, and signed memorandums of understanding with various organisations to promote BEAM Plus in Mainland China, the Belt and Road regions, and Europe. The wider adoption of BEAM Plus will not only strengthen Hong Kong's position as an international financial centre and professional service provider, but also create more employment opportunities for green building practitioners.
From the outset, we have consistently prioritised talent development. Since 2010, we have certified nearly 5,000 BEAM Practitioners, and nurtured young professionals through our “Green Building Young Leaders” programme. In addition, we continue to offer training courses for industry practitioners to enhance their expertise in areas such as Retro-commissioning, Energy Assessment of Zero-Carbon-Ready Buildings, and Green Product Certification.
In the year ahead, the Council will continue to promote BEAM Plus, actively advance global green building development, and focus on cultivating green building professionals. Through partnerships with various sectors, we aim to foster a flourishing green building industry and achieve the goal of carbon neutrality by 2050!
